Dale Provenzano, Chairman

Tom Boland,Commissioner

John Cason, Commissioner

ALSO PRESENT:

Steve Swan, Executive Swan

John Donaghy, Director of Administration

Barbara Rogers, Clerk

Chairman Provenzano called the meeting to order. Approval

1. Minutes of the June 3, 2014 meeting, (subject to any necessary changes).

 Commissioner Cason made a motion seconded by Commissioner Boland to approve the minutes of the June 3. 2014 meeting. Motion carried 3-0-0.

Discussion

1. Electoral Cycle

Commissioners discussed the benefits of adding language that would move the election of JWSC candidates to the nonpartisan primary election in conjunction with the general primary and provide for terms of elected members.

Commissioner Boland made a motion seconded by Commissioner Cason to change the terms for elected members in subsequent years . Motion carried 3-0-0.

Commissioner Boland made a motion seconded by Commissioner Cason to  approve language that all future commission candidates must either choose to run as elected or apply for appointment by Grand Jury. Motion carried 3-0-0.

Commissioner Boland made a motion seconded by Commissioner Cason that all consolidated amendments to the Local Act. Operational Agreement and  Water & Sewer Ordinances move forward to the full Board of Commissioners for their action. Motion carried 3-0-0.

There being no further business to bring before the Committee, Chairman Provenzano adjourned the meeting.
