FACILITIES COMMITTEE MINUTES

Chairman Turnipseed called the meeting to order at 1:00 PM.

Chairman Turnipseed provided the invocation.

PUBLIC COMMENT PERIOD

Chairman Turnipseed opened the Public Comment Period.

There being no citizens that wished to address the Committee, Chairman Turnipseed closed the Public Comment Period. 

APPROVAL

  1. Minutes from Facilities Committee Meeting November 15, 2023

Commissioner Cook made a motion seconded by Chairman Turnipseed to approve the minutes from the Facilities Committee Meeting held on November 15, 2023.  Motion carried 2-0-1.  (Commissioner Stephens was absent from the meeting.)

  1. AMI Meter Replacement Project – Change Order #2 – L. Roberts

Mrs. Roberts advised that this item is the closing-out change order for the AMI Meter Replacement Project. The BGJWSC Board of Commissioners approved a contract with Delta Municipal Supply Company at the July 16, 2020, meeting for the AMI Meter Replacement Project.  She provided some project highlights which included the following: The project began in August 2020; The Pilot Phase was successfully completed in December 2020; Full installations began in January 2021, and work to place the collectors was completed that month; A full-system audit occurred between May and October 2021 while installation work was paused; A complete remaining inventory order was placed in November 2021; Installations resumed in November 2021 and were completed in November 2023; and, Multiple system training sessions were held on-site for both administrative and field staff.  The work has been completed, and a final analysis of costs has occurred.  The result is a deductive change order in the amount of $1,557,102.12.

Commissioner Cook made a motion seconded by Chairman Turnipseed that the Facilities Committee recommend that the full Commission approve Change Order No. 2 as the close-out change order to Delta Municipal Supply Company’s contract in the credit amount of $1,557,102.12.  Motion carried 2-0-1. (Commissioner Stephens was absent from the meeting.)

  1. JWSC Design & Construction Standards; 2024 Revision – T. Kline

Mr. Kline provided that the current JWSC Standards document was lasty revised in 2012. A draft revision was created through the efforts of the Planning & Construction Division, all Operational divisions, as well as an outside engineering consultant.  This draft was presented to the JWSC Board of Commissioners on April 20th. Commissioner feedback was reviewed and incorporated into the draft. The draft was then provided to a representative group of stakeholders including regional developers, builders, contractors, engineers, and regulators. The stakeholders were then invited to attend an open forum presentation on December 5th. Subsequent feedback was received, reviewed, and incorporated. Mr. Kline stated that actual clarifications and changes to standards and details were more general. Effort was made to simplify the text and eliminate former contradictions between sections. The most notable difference in the proposed revision is in the document format, specifically the Technical Specifications section. The intent is to standardize these not only for private development activity use, but also for JWSC Capital projects.  If approved by the JWSC Board of Commissioners, this revision draft will then be submitted to the Georgia Environmental Protection Division (EPD) for review. Once approved by EPD, the updated JWSC Standards may then be placed into use. Mr. Kline then briefed more closely on Section 1 which had the most edits.

Commissioner Cook made a motion seconded by Chairman Turnipseed that the Facilities Committee recommend the Brunswick-Glynn Joint Water and Sewer Commission, upon GA EPD approval, approve this document as the JWSC Standards for Water & Wastewater System Design and Construction, to supersede all previous Standards versions. Motion carried 2-0-1. (Commissioner Stephens was absent from the meeting.)

  1. Dedication of Infrastructure – T. Kline
  • Walker Point Subdivision Phase 2

Mr. Kline provided that Walker Point LLC has submitted legal documents to define and execute the transfer of ownership of water and sanitary sewer infrastructure.  The infrastructure is understood to have complied with applicable standards at the time of construction.  JWSC inspection records indicate the infrastructure was constructed to JWSC Standards, is functioning, and is in acceptable condition.

Commissioner Cook made a motion seconded by Chairman Turnipseed that the Facilities Committee recommend the full Commission approve and accept this project with the associated Dedication of Infrastructure.  Motion carried 2-0-1.  (Commissioner Stephens was absent from the meeting.)

DISCUSSION

  1. Water Production Report – A. Burroughs

Mr. Burroughs presented the Water Production Report for the month of November 2023 to the Facilities Committee. This report provides the Committee with the monthly and daily water production in millions of gallons for each of the BGJWSC water production facilities (wells). The following are Brunswick District production facilities:  Howard Coffin, Goodyear Park, Brunswick Villa, FLETC, I-95, Golden Isles I, Golden Isles II, Canal, and Ridgewood.  The South Mainland District wells include Fancy Bluff, Exit 29, and Brookman. Mallery, Airport, Harrington, and Hampton South are the wells located in the St. Simons Island District.

  1. WPCF Plant Flows Report – A. Burroughs

Mr. Burroughs reviewed the November Monthly Wastewater Flow Report with the Commissioners. This report contains data regarding the influent and effluent flows, concentration of elements and chemicals, plant capacity, etc. November 2023 had a lower recorded rainfall at Academy Creek than the month of October.  The influent flow at Academy Creek for November was 6.1 MGD as compared to October at 7.8. The effluent flow for November increased from October’s 7.0 MGD to 5.4 MGD, with the plant operating at 40% of its capacity.  The influent flow at Dunbar Creek for the month of November was 2.8 MGD, and the effluent flow was also at 2.8 MGD, with the plant operating at 70% capacity.  The influent flow at South Port was at 0.396 and the effluent flow reported at 0.394, with the plant operating at 26% capacity.  JWSC’s wastewater treatment plants are operating very well. 

  1. Capital Project Report – T. Kline / A. Burroughs

Mr. Kline and Mr. Burroughs presented an update on the monthly Project Report for Capital Projects currently in process including those in the engineering phase and those in construction.  The Commissioners were provided with a packet containing: the Capital Project Photographs, Capital Project Report Spreadsheet, the Capital Project Gantt Chart of project timelines, and the Earned Value Analysis Report.  Mr. Kline and Mr. Burroughs thoroughly presented the update by discussing each project along with excellent photographs and descriptive details. 

Commissioner Cook made a motion to adjourn the meeting.  Motion carried 2-0-1. (Commissioner Stephens was absent from the meeting.)  Chairman Turnipseed adjourned the meeting at 2:08 p.m.
